PHALS Conducted Monitoring Visits to Strengthen Transparent Participant Selection under the HOIFA Project
In response to the increasing humanitarian needs caused by recent flooding and other climate-related hazards in Cox’s Bazar, PHALS is implementing the HOIFA Project under the ToGETHER Program to ensure that timely, accountable, and needs-based emergency assistance reaches the most vulnerable households. As part of its commitment to humanitarian accountability, quality assurance, and evidence-based programming, PHALS conducted monitoring visits on 7 July 2026 in Pekua Upazila and 8 July 2026 in Chakaria Upazila, Cox’s Bazar.
The monitoring team, comprising the HOIFA Project Officer, Project Focal Point, Senior MEAL & Communication Officer, and Accounts & Finance Officer, closely observed the ongoing door-to-door household assessments and participant selection process. The team verified compliance with the project's vulnerability-based selection criteria, monitored the effective use of the KoBo-based digital data collection system, and reviewed the accuracy, completeness, and consistency of the data collected during field visits. The monitoring visits also provided an opportunity to engage directly with field staff and community members, reinforcing the principles of transparency, accountability, inclusion, impartiality, and community participation throughout the participant selection process. On-site technical guidance and constructive feedback were provided to the field team to strengthen data quality, ensure the consistent application of selection criteria, and address operational challenges identified during implementation.
These monitoring efforts reflect PHALS’ commitment to upholding humanitarian principles and promoting accountable, transparent, and people-centred programming. The findings and recommendations generated through the monitoring process will contribute to continuous learning and adaptive project management, helping to ensure that emergency assistance is delivered efficiently, fairly, and with dignity to households most affected by climate-related vulnerabilities in Pekua and Chakaria Upazilas.
